    Senators Unger and Kessler (Mr. President) moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Com. Sub. for Senate Joint Resolution No. 12--Proposing an amendment to the Constitution of the State of West Virginia, amending article II thereof, by adding thereto a new section, designated section 9, relating to protecting and conserving the water resources of the state for the citizens of West Virginia; numbering and designating such proposed amendment; and providing a summarized statement of the purpose of such proposed amendment.
